Je ne trouve pas la phrase particulièrement claire non plus. Néanmoins, je crois comprendre que l'emprunteur est soumis à certaines conditions qui font que le taux d'intérêt qui lui est imposé varie en fonction de certains ratios financiers et en fonction du temps. L'emprunteur pourrait tirer parti de cette variation du taux d'intérêt en remboursant sa dette à point nommé, quitte à emprunter de nouveau ensuite pour profiter du taux minoré, s'économisant ainsi les intérêts correspondant à l'écart de taux. On parlerait donc d'une marge de crédit renouvelable et il s'agirait simplement de "(nouveaux) tirages":

"Un ratio élevé peut permettre une réduction significative du taux d'intérêt, même s'il s'agit d'un taux normal. L'actif peut être surévalué arbitrairement, ce qui augmentera la capacité d'endettement, et l'on tirera parti de la variation ponctuelle du taux au moyen d'un jeu de remboursements et de (nouveaux) tirages."

In plain English, when shares are high (due to inappropriate revaluation), then investors will borrow more to play the stock market. Their increasing debt ratio should result in higher risk and thereby higher interest rates (more ticks added to interest rate over time). The text is saying, however, that such prediction may not materialize if borrowers repay fast their debt. This allows them to continue borrowing (redrawing).
