Context: I'm translating a series of letters by a German POW who, after fleeing the German army in 1941, ends up being held in a French internment camp, having been arrested by the French who believe he might be a spy. He is now trying to sort out his papers to escape via steamer to Cuba.
He needs permission to get leave to travel to the nearest big city and go to the Consulate. The "Director" turns down this request initially, after which he goes to see the "Kommissionär", who, understanding the urgency of the situation, finally grants his request for leave.
What sort of position is this exactly? Anyone have an idea?

I'm not clear where he goes to get this permission. The police? And presumably these people are French.
