I think this means the file is returned to the place where it originated, i.e. the court that passed the original decision.

Yes, this is a legal term. Please refer to examples of its use, such as:

The expression: "Refer the case back to the original court" is used in English legal documents, as in the following example:

"As the case is referred back to the original court that convicted him, Lord Black’s lawyers are expected to argue that the fraud convictions be thrown out."
