Hard to tell without further context. "Giro" has all kinds of different meanings and uses even in finance speak.

I think you're just looking at two sides of the same coin at the end of the sentence (one branch-side, the other client-side):

Reviewing all loans drawn at the branch as well as the specification of the complete credit payment or withdrawal process.

Sound the same, but there is a slight difference:
