This means that you put a T-shirt and a sweatshirt on a hanger on the front of the rack so as to show an example of how to wear them; behind it you hang the T-shirts (e.g. three per size), and behind the T-shirts you put the sweatshirts in the same way. "Merchandised" is more or less just a fancy word for put/hang in this case.
