This comes from an urban renewal planning document for Assisi from the mid-20th century. I am wondering if upstream/downstream are correct in this context since no river runs through Assisi:

"Prima fra tutte la più grossa bruttura di Assisi, l'edificio Spagnoli, che si vorrebbe sistemare a scuola per albergatori; tale indecorosa costruzione è volumetricamente errata e non vi è per essa altra soluzione che la demolizione degli ultimi tre piani della costruzione a valle e la demolizione integrale della costruzione a monte."

Does it simply mean upper and lower? Here is my attempt so far:

First of all, the greatest eyesore in Assisi is the Spagnoli building, which is supposed to be set up as a school for hotel administration. This crude construction is volumetrically incorrect and the only possible solution is demolition of the top three floors of the lower structure, and complete demolition of the upper structure.

It may be just upper and lower. It may also be that it's all level, with one side facing the mountain and the other side facing the valley.
