Discussion

Daryo Apr 3, 2018:
it's not exactly the best definition around .... or put it a different way: what you use as a "base value" / "baseline", the starting point for your comparison, has an influence of the relative variation/change that happens during a given period.

If you take as "base" period (for which the index = 100) an exceptionally bad period, you are likely to show a "big progress" in the following periods - while in reality most of this "progress" is nothing more than "return to normal", and vice versa, if you take as "base period" an exceptionally good year or month, your figures are not going to look impressive, while in fact you are doing reasonably well. When done deliberately, this twisting of figures is one the reasons why statistics could be viewed as "the most truthful of all lies", or if done accidentally, it shows how tricky interpreting statistics can be.

Evo i definicije: The base effect is the distortion in a monthly inflation figure that results from abnormally high or low levels of inflation in the year-ago month

Daryo Apr 3, 2018:
base or basic ??? the only effect mentioned in your text is a "base effect".

base effect = effect on the value of some index due to the choice of base period or due to "out of normal" absolute values in the base period used for comparison.

Not sure if there is any usual translation, but this is the idea:

The slowdown from 11.8 to 9.7 percent in job creation was due to a base effect.
=
This slower percentage of job creation is due to the fact that "the base period" used for comparison was a more thаn average successful one, so it makes the following period look worst than it really is.
=
