I would personally say "Musica Nuntia", which means "Music the messenger", as if Music was a female bringing tidings.
Literally, "music with a message" would translate comfortably as "musica cum nuntio"
Musica= "music" (nonimative, subject)
cum= ablative preposition (with)
Nuntio= "a message" (ablative case)
I prefer "musica nuntia", though, it's such a lovely allegoric image.
