I believe this is a term used in accounting where you cancel entries by using minus signs in the same column (credit or debit) rather than reversing the entry.
Note to Eva: write-offs can sometimes be reversed - usually partially- in other contexts as well like a recovery on a written-off asset received years after said write-off.

The far far bigger issue is that this sounds like "comments" that are often included in the source text of various software - explanations given by the original developer so that whoever will have later to amend/update the software can make sense of it. It's pretty hard work to translate it if you are not familiar with programming and the specific piece of software!!!
"Write off storno parameter" would be "a/the parameter of the cancellation/reversal operation that is linked to this write-off" [and the comment would be next to the code processing this write-off]
