As nouns the difference between statement and testimony is that statement is a declaration or remark while testimony is (legal) statements made by a witness in court.
Полагаю, что в сенате не путаются с юридической терминологией. Несмотря на то, что это не суд, термин однозначен.
Просто в сенате позволяется быть более красноречивым. Заменившему колесо на кирпичи соображениями делиться особо не позволят, да и нечем, а в сенате, несмотря ни на что, светская обстановка:-)
