Cuando una persona natural o jurídica requiera para el desarrollo de un proyecto o actividad, la sustracción de un área protegida o de reserva forestal regional en la jurisdicción de Cornare deberá adelantar dicho trámite ante la Entidad.
La Dirección de Bosques, Biodiversidad y Servicios Ecosistémicos del Ministerio de Ambiente y Desarrollo Sostenible informa que el trámite de Evaluación de Viabilidad de Sustracción de Áreas de Reserva Forestal de Orden Nacional debe ser realizado a través de la Ventanilla Integral de Trámites Ambientales en Línea – VITAL.
El 3 de septiembre se publicó la resolución 1526 de 2012, la cual busca establecer los requisitos y procedimientos para la sustracción de áreas en las reservas forestales, las cuales están establecidas por la ley 2 de 1959 y otras reservas forestales declaradas por las entidades públicas de ese momento, como el Ministerio de Economía Nacional, el Inderena, y el Ministerio de Agricultura que tienen carácter de áreas de reserva forestal nacional.
So this is like you're cordoning off an area within a reserve that you're going to use for something that would NOT be permitted otherwise in that reserve. Any ideas in English? Thanks!!!

Subtraction sounds too literal, and other than in Colombian translations I can't find any evidence for it. Classification/declassification is used in this context.
