@ Cranesfreak Jorge's text is totally mixed up, or at best posted incorrectly. Based on my own research, parts come from the Quizlet link I posted above with some additional information (from where, I have no idea?), but the OHSA guide you just mentioned, and quickly glancing at sections, OHSA doesn't mention "Qualified rigger" from what I have seen either. I extracted a few sections here (continued below):

Outriggers are installed perpendicular to the common rafters and span a minimum of two rafters before extending over the gable wall. Outriggers support the barge rater (not even sure of this word) and sheathing at the overhang of a gable roof.
