Quant à « approvisionnement en services », c'est évidemment moins sexy que sourcing, fréquent dans ce contexte, mais qui me chiffonne quand même.

I think they are outsourcing services to companies established at the tourist destination. i.e they might use a restaurant in the destination resort to provide catering

: OK, but the explanation is not right: they might use a local tourist agency to find them local service providers. If they find themselves local restaurants / hotels / guided tours there is no "outsourcing".

Selon le contexte: sourcing > sourçage, approvisionnement, sélection/repérage de fournisseurs, externalisation, impartition...
To make a parallel, if a company needs some user manual translated, it can do the sourcing (= finding a service provider, i.e. a translator) itself, or "outsource" to an agency to find a translator, in which the service of "sourcing" is provided by the agency, not the translator.
It's quite possible that "sourcing" was wrongly used in the title of this contract, or that there are some elements of the context missing.
I've been careful to check what you say about "(out)sourcing" and my checks to not tally with what you seem to be saying.
I guess that if you outsource "procurement", yes, you'd be right but not if you outsource say "invoicing". Maybe you could outsource invoicing and there is nothing to stop the company you choose from further outsourcing the work and the chain could go on and on, but for me outsourcing is like "sub-contracting" except for some vital differences about the amount of control you can exercise in the two cases.

When you a have a "sourcing contract" with another company, that company itself WILL NOT provide the services / supply the goods required but will find service providers / suppliers for you.
If this tour operator finds directly restaurants at destination, they are doing their own "sourcing", and the contract with restaurants is simply a "supply of services". Something is not quite right.
