"It is known that a power cycler is a power supplying device which enables a user to remotely power cycle a machine if that machine becomes unresponsive during operation."
"power cycle" désigne le fait d'éteindre puis de rallumer l'alimentation électrique d'un appareil. "power cycler" est un dispositif qui opère automatiquement cette opération.

Hello

"Redémarrage" is used everywhere for this type of system -think Windows- although "redémarreur" is used less and often in italics or with a smiley as in the second reference.
But the word is easily understood and gives you the verb too that you'll need in the translation.

Hello Tony. The text said "...if that machine becomes unresponsive during operation" which for me is a crash (hanging is type of crash). Otherwise a simple on/off switch could be said to power down/power up a device (possibly more than once).
