Torture, summary justice and public executions are reported to be frequent. Women and girls
are systematically discriminated against and deprived of their right to equality with men,
including in access to education, employment and health care. There have been reports of
young teenagers being forcibly recruited as fighters or porters for fighters, both in Taliban and
United Front held areas. The EU is also deeply concerned about reports of repeated massacres
of civilians, including recently in the Yakaolang area, and urges the warring parties to cooperate
with UN representatives to enable investigation. The EU upon all parties in
Afghanistan to seek an end to civil war, and to engage with Special Representative of the
Secretary-General, Vendrell in a search for peace.
