A plot’s starting price (τιμή εκκίνησης οικοπέδου) is used in calculations determining a property’s taxable value. It is usually the zone price that is fixed by the Minister of Finance from time to time. E.g.
Η φορολογητέα αξία του οικοπέδου ισούται με το γινόμενο του συντελεστή οικοπέδου επί την συνολική τιμή εκκίνησης του οικοπέδου, τον συντελεστή πρόσοψης και την επιφάνεια του οικοπέδου. http://www.opengov.gr/minfin/?p=4072 It is not related to auctions.

the plot's initial/starting bid

I m not saying 'starting price' is wrong, but if, as I suspect the plot was up for an Auction Sale, then I suggest that, in this case, 'bid' is the preferred terminology for the procedure. To start the Auction, the Auctioneer offers a starting bid (price). If that 'bid' is accepted by a punter, then that becomes the 'initial bid price', of the item on Auction and the Auction either stops there, if there is no more bids, or it carries on until bids stop. The 'final bid' brings the hammer(gavel) down, and that bidder is the winner.
