: The correct tense is vital here! This 'past action continuing in present' needs to be translated by the present in FR; cf. "I have been living here for 10 years" > « Ça fait 10 ans que j'habite ici. »

Pour deux raisons :
-Le contexte évoque le rôle de l'immigration dans le développement ...
-Historiquement parlant, l'immigration, notamment du Sud vers le Nord, a été plus ou moins bénéfique pour les uns et les autres : les uns profitant d'une main-d'oeuvre moins chère... les autres rapportant un petit capital dans leur pays d'origine... L'apport sur le plan culturel n'est pas à négliger non plus...
