More or less literally the original says "(individual) property related non-tax compulsory payment / compulsory contribution to public funds". It refers to a non-tax revenue and it is a particular legal case -unknown of, I believe, in the US. See a full analysis here:

Diversifying back out of Catalan and into Castilian Spanish, I am faced with an unenviable choice of previous, highly divergent entries lile public charges, property (vs. personal) obligations, property lien bonds and representing income for the taxpayer.

Thanks to Chema for making me rethink this (stinker of a) question.

One thing is for sure: patrimonial is a no-no.
Example sentence:

Compare: non-revenue > refers to the difference between the amount of water that enters the distribution system and the amount of water billed to consumers.
