As for translation, other than trying a more or less literal rendering, I'd probably go with non-tax compulsory payment (or maybe non-tax revenue) with a note explaining the case at hand; (...) as a property-related non-tax compulsory payment

Diversifying back out of Catalan and into Castilian Spanish, I am faced with an unenviable choice of previous, highly divergent entries lile public charges, property (vs. personal) obligations, property lien bonds and representing income for the taxpayer.

One thing is for sure: patrimonial is a no-no.
