I'm not sure what afspiegelen means in my context, I don't think it has anything to do with the afspiegelingsbeginsel

'Deze instructie beschrijft de acties die ondernomen worden om de kennis van de XXX medewerkers in kaart te brengen en af te spiegeling [sic] ten opzichte van de functiebehoeften'

does it just mean compare?

Thanks for the comments here, the client is happy with 'knowledge mirroring' etc. so I'm just going to use that, but 'knowledge gap analysis' or 'identify employee training and development needs' (https://www.breathehr.com/blog/how-to-identify-employee-trai... is certainly clearer.

On a different note I think the author(s) of your text mixed up afspiegelen (ten opzichte van) with afzetten (tegen OF ten opzichte van), i.e. comparing where you are against where you would like to be (here: in terms of knowledge required). The verb 'afspiegelen' would be correct in sentences like: (...) beoordelen in hoeverre de aanwezige kennis een afspiegeling vormt van de vereiste kennis (...).

Carrying out a so-called 'knowledge gap analysis' is what came to my mind first after reading your question (incl. the two example sentences provided) but the additional examples from your source text (as provided in the D-box) are indeed confusing. Analyseert de verschillen tussen de vereiste en de aanwezige kennis in zijn team, dit aan de hand van de XXX functie kennis matrix en rechtvaardigt de beslissing om geen afspiegeling uit te voeren suggests that the knowledge gap analysis precedes the 'afspiegeling'.

¬ I think it means to look at the knowledge the staff has and see to what extent it matches up with the job requirements. i.e., to staff have the required knowledge for a certain position

kennisafspiegeling = the degree to which the knowledge is a good match / matches the knowledge required for a certain position

This is obviously internal jargon, like "kennis matrix" in your discussion-box example. It gets almost no hits, and I don't think its exact meaning is your problem.

Knowledge match [= kennisafspiegeling]

Prior surveys have not asked workers to assess the more general connection between their job-related knowledge and what they need to do a job. Such a question encourages workers to think beyond specific qualifications and credentials to the types of knowledge and the capabilities they really need to do their jobs. This question was not asked in the 2004 WALL Survey, but it was asked in the subsequent 2004 EJRM Survey of wage and salary earners in Ontario (to be discussed further in Chapter 5). The results, which appear in Graph 4.23, are very different than those for the matching questions asked in prior surveys. Nearly three-quarters of all workers express the view that they have more job-related knowledge than they need to perform their current jobs. Most of the remaining workers say their knowledge matches their job. Hardly any say they have less knowledge than their job requires. This pattern is almost identical for all employee classes.

In summary, these survey findings on matching show a labour force keeping ahead of, or keeping up with, changing formal job requirements. The match between formal education attained and education required is weakening, as credential attainment outpaces formal job requirements and credential underemployment grows. [...]’
