Ясно, что это параметр пред. клапана (PSV) и относится к подъему (lifting) запирающего элемента (ЗЭл) - больше в клапане подниматься нечему.

читаем:
If the lift of the valve trim parts controls the capacity, then the lift to nozzle diameter (L/D) of the safety valves in the design family must be the same
У нас lift - это ход ЗЭл, а nozzle diameter называется диаметром седла (см. ГОСТ 31249-2005 или ГОСТ 24856-2014)
Т.е. это действительно отношение параметра типа длины (хода ЗЭл.) к диаметру, но другого элемента (седла)
