From the introduction to a case study in blog format. I don't recognize the expression and I'm sure this is one.

רדוד means shallow Maybe it should be read mehardudim which could possibly mean from the shallow waters, namely that they are commenting on those who are in the deep water while they themselves are standing in the shallow water. English expressions that come to mind are: shouting from the peanut gallery; commenting from the sidelines. Does that fit your context?
