: ALL factories located on the territory of Croatia are within its "carinsko područje" - that wouldn't differentiate "bonded factories" from other "ordinary" factories. // see CARINSKI ZAKON ... Članak 3.

tvornica u bescarinskoj zoni (tvornica u slobodnoj zoni)
"tvornica u bescarinskoj zoni" has basically the same meaning as "tvornica pod carinskim nadzorom", but I would say also that the former expression is better and more correct.

: it's quite possible that a "bonded factory" would be located in a "free economic zone", but I don't see why a "bonded factory" (same as a "bonded warehouse") couldn't be just about anywhere inside the national territory.

Correct! However, here the question is about the terminology, not location. "bonded factory" is by itself a "free economic zone", the same as "bonded warehose", which can though be also owned by the Customs. The last never applies to a "bonded factory".

Whoever wrote this law must have been blissfully unaware of that:
CARINSKI ZAKON
I. UVODNE ODREDBE
1. PODRUČJE PRIMJENE I TEMELJNA
POJMOVNA ODREĐENJA
Članak 1.
Ovim Zakonom i propisima donesenim na temelju njega uređuju se prava i obveze osoba te
ovlasti Carinske uprave Republike Hrvatske u svezi s robom u putničkome i robnome prometu
između carinskoga područja Republike Hrvatske i stranih carinskih područja.
etc.

look further down for "carinski nadzor" ... especially this part on page 3
12) Carinski postupci:
a) puštanje robe u slobodni promet,
b) provozni postupak,
c) postupak carinskog skladištenja,
d) postupak unutarnje proizvodnje,
e) postupak preradbe pod carinskim nadzorom,
f) postupak privremenog uvoza,
g) postupak vanjske proizvodnje, te
h) izvozni postupak.
If the activity is called postupak preradbe pod carinskim nadzorom, how would
you expect the place where it's happening to be called???
Any analogy with "bonded warehousing / bonded warehouse" that could possibly make sense???
