That's what we in the US would call it. It automatically implies that anyone can bid. However, there is no such thing as a "free form bid," technically speaking, except, perhaps, with an open outcry live auction - such as, say, a dealer used car auction or a bankruptcy sale, but even then, once you win, you have to fill out a bunch of paperwork, and it's all on standard forms. I say just stick with public auction. It's as "open" and "free" as it gets, at least in the English-speaking world. Cheers, Peter. |
