The Every Child Matters policy raises questions about what ‘mattering’ means in school contexts and how schools will know the extent to which Every Child Matters. The question of what matters means is a philosophical one and is addressed here with reference to the work on community and dialogue of two ‘personalist’ philosophers, John Macmurray and Martin Buber. Diagnostic tools are described and reference is made to research having used these tools with children aged 6–11. The way of developing the philosophical issues in the light of empirical research is described as a form of ‘action philosophy’.

Considero que se refiere a la corriente del discurso pedagógico en el que "cada niño cuenta (importa)". Adjunto referencia del una de las acepciones del término "contar": "importar, ser de consideración" o "tener en cuenta a alguien"

Así que "mattering" acompañado del verbo "mean" pordemos traducirlo como "...lo que significa "importar"..." y hacer la referencia en español equivalente al texto en ingles: "every child matters"-"mattering" y "cada niño importa"-"importa"
