Bonjour, je sais que cette question a souvent été posée. Est ce que l'on peut parler d'approvisionnement ici ?

"In April 2020, the audit firm X conducted a Pillar Assessment, and Procurement has successfully met the audit requirements. It has been reported that Y applies appropriate rules and procedures in all material respects for providing financing from EU funds through procurement and in accordance with the criteria set by the European Commission."

In the quoted sentence "Procurement has successfully met the audit requirements."

it makes far more sense to see "Procurement" (NOT "procurement") as a department within the company in charge of submitting tenders - whatever else "procurement" could mean elsewhere.

ESPECIALLY given that there is a "dedicated Tender Team".

Décret n° 99-634 du 19 juillet 1999 modifiant le code des marchés publics.

Il me semble qu'on parle toujours de passation de marchés, puisque le souci de probité et de transparence reste le même.

"Pillar Assessment" et "providing financing from EU funds through procurement" me laissent croire qu'on parle d'une banque ou d'une institution financière du même genre, alors je me demande si l'on peut bien parler de "passation de marchés" dans ce contexte.

Ici l'auteur oppose "Procurement" à "procurement". Il s'agit donc probablement d'un(e) équipe/service/département/processus... Par analogie : "Finance has successfully met the requirements", "HR has successfully met the requirements", etc.

EU Pillar Assessment Pillar assessments are institutional compliance assessments which the European Commission requires partner organisations to pass before using indirect management cooperation with them.

What is a Pillar Assessment?

As stipulated in the EU Financial Regulations, the European Commission can decide to entrust implementing partners with budget implementation tasks. For organisations to become eligible, they must meet certain conditions and must pass an assessment of their main operations by an independent auditor.

The Pillars Assessment aims to assess the organisation’s compliance with the Commission’s requirements for indirect management. Since the introduction of revised Terms of Reference for Pillar Assessments by the European Commission in April 20191, up to 9 pillars may be assessed.

The first three pillars, covering the organisation’s internal procedures are mandatory to be assessed, whereas it is up to the Entity to define the remaining pillars that need to be assessed based on what is relevant to its operations.

The European Commission will use the independent auditor’s assessment report as a basis for its decision to enter into indirect management with an implementing partner.
