Potreban mi je ovaj termin na hrvatskom jeziku, evo konteksta.
The local police and emergency department overcame great difficulties, almost to mobilize all forces and stimulate the local herdsmen to carry out the carpet search and rescue operation around the wide range of the position where two people lost for days on end through the ways of horse riding, walking, and visiting the herdsmen.

If you look at this as, admittedly, a rather peculiar variation/twist on "carpet bombing", it starts making sense.
In both cases "carpet" used as adjective would be interpreted as
"do it [the bombing or the search] thoroughly, don't leave anything out".

same as a carpet is supposed to cover the whole floor, not just parts of it.
IOW there is a logic in what may look like linguistic madness (tepih = sve redom, sve bez izuetka)
