I never heard of such a thing to be honest. It sounds weird. Plus, street drugs are not necessarily sold in the streets. It's just a metaphor of illegality.

But التعاظي المنتظم and الإدمان should be drug misuse.

Misuse should be more of a medical/psychiatric term than a legal one and it should refer to the point when you cannot control your use patterns.
