There are two concepts here: equivalency and recognition.
Equivalency is normally established using official tables of equivalency, for example in Europe under the Bologna arrangements, or actually through annexes to EU legislation in the case of closed professions such as medicine.
Recognition involves granting the right to the holder of a qualification to use it in a third country (often through bilateral treaties).
I'm not sure if this helps at all, but the sentence is certainly badly phrased. Maybe it means something like "from 4/12/1998 equivalency will be taken as recognition."
Per instructions from the Higher Education Council, Official Letter 698/98, course equivalencies are approved starting on 12/4/1998.
