Comment: "Thanks to everyone for their input. The building in question is an arts centre made of brick, and as far as I can tell they are just changing the appearance of the facade in places by perforating it, etc., so I think "rebuild" comes closest here."

Since a facade is essentially something that goes on top of something else for aesthetic purposes, this seems to refer to when you re-set it so that the bond is strong again and it doesn't fall off. When you do that you can also introduce some perforations or other improvements.

Replace the exterior finish
Facade isn't used all that often. The term "(house) exterior" is normally used in the UK.
