Probably ... ... related to "entfallene Leistungen". Google that together with "Sonderwünsche" and there are quite a few useful hits. if so, it depends who made the decision to downsize the scope of performance (the client or the builder). There appears to be a 10% rule in the VOB regs.
Impossible to answer without more context. It's a lazy question (to coin a phrase).

I'm not sure, but those numbers could reflect a reduction in the original pricing because of some component of the originally commissioned work being cancelled.

Consistent with that interpretation, another (similar) translation could be
"Cancelled payment"
