I don't think, Verordnung EG1272/2008 is compulsory for pharmaceutical products; hence, "Zwischenverpackung" is just one more option, and any of the other suggestions will probably work just as well.
You could also consider "Faltschachtel der Einzelpackung" or similar.

NB: "Intermediate carton" is not included in the EDQM register of Standard terms ( https://standardterms.edqm.eu ), and the register does not offer any suitable German terms for this type of package. IMO, you may therefore safely assume that any reasonable term will do the job and be approvable at the authority (unless barred by impregnable opinions and preferences of the officer in charge).
