Hi everyone,
I'm translating a material safety sheet and I'm having trouble with "commissioner". I can't quite grasp this meaning/role, all the more that in this particular document, it's the same company as the manufacturer.
On the first page there is "Commissioned by:" and "Commissioner address", and later on:
"This file is only effective to the batteries [battery type] provided by commissioner (XYZ) which [are] manufactured by XYZ. The commissioner provides the composition information of batteries, and promises its integrity and accuracy."
My (poor) attempts at translation: "Commandé par :" / "Adresse de l'émetteur de la commande :" and
"Ce fichier ne s'applique qu'aux batteries [type de batterie] fournies par l'émetteur de la commande (XYZ) et fabriquées par XYZ. L'émetteur de la commande renseigne les données sur la composition des batteries, et garantit leur intégrité et leur exactitude."

C'est au fournisseur d'un produit que revient la tâche de fournir la FDS.
Il est possible que le fabricant du produit soit le fournisseur, mais il peut aussi faire appel à un distributeur qui va se charger de mettre le produit sur le marché. Le distributeur devient à son tour fournisseur.
Dans ce cas, le fabricant et le fournisseur sont deux entités différentes. Le fabricant transmet alors la FDS au distributeur (devenu fournisseur) qui va apposer son nom dessus avant de la transmettre en aval de la chaîne d'approvisionnement.
Voir la page 7 et 8 de la brochure INRS ed954, où un diagramme avec les différents acteurs de la chaîne d'approvisionnement sont représentés et des explications sont données.

"Fournisseur" est le terme géneral regroupant les importateurs, les distributeurs, voire les utilisateurs en aval.
C'est au fournisseur d'un produit que revient la tâche de fournir la FDS.
Il est possible que le fabricant du produit soit le fournisseur, mais il peut aussi faire appel à un distributeur qui va se charger de mettre le produit sur le marché. Le distributeur devient à son tour fournisseur.

Hi Daryo, there is no such things as specific for SDS. SDS are standard documents. I added an explanation in the discussion thread to show a concrete example.

commissioner of a lead-acid battery
les préparateurs (pour l'utilisation) d'accumulateurs au plomb / de batteries
the sense of "to commission" HERE is the same as in "commissioning" a newly build factory - making it ready for its intended (/"for real") use.
lead-acid battery are often delivered dry without the sulphuric acid in them, so before you can start using them you need to "commission them" i.e. fill them with acid.
In the real world ONLY lead-acid batteries need this kind of "commissioning", other types of batteries are already "ready for use" when they cross the factory gates.
Can't see what else could make any sense - what other kind of "commissioning / commissioner" would involve giving a "material safety sheet" together with delivered batteries.

Isn't that what we'd normally say in this sort of context? I'm assuming it is 'the person who has commissioned the production of this MSDS'

But to anyone in the field, this is standrad terminology — in EN, at any rate; less sure about FR, though it is certainly used.

In the samples found, you have one factory that keeps creating confusion as it has its own "testing centre/laboratory" so you get that factory "commissioning ITSELF" - more accurately asking its own approved / authorised / registered "testing centre" to prepare an official data sheet.
BUT you have also many other samples of data sheets issued by that same "authorised testing centre" at the request of other manufacturers, and on these data sheets there couldn't be any doubts about who or what is a "commissioner ***of a data sheet***"

Discussion
Another trap to avoid: "un train peut en cacher un autre" or in plain speak: if a company appears in more than one role (/ under more than one hat), you can't just conflate them.
The fact that the "commissioner" of the Data Sheet happens ALSO to be a supplier (and manufacturer and ...) DOES NOT mean that you can simply equate the two.

It uses the standard text format. In this case Emergostar B.V is the commissioner and Hangzhou EmergoEast Trading Co., Ltd. is the manufacturer.

Clearly, Emergostar B.V is a “fournisseur/distributeur” of the product and not a company specialised in the writing of SDS.
Unfortunately I don't have any details except that they're lithium-ion batteries.

This "material safety sheet" goes with each individual battery offered for sale OR it's part of the paperwork that goes with a bank of back-up batteries installed by this "commissioner"?
Details, details ... the devil is in the details!
What is sure one way or another is that "batteries [type de batterie] fournies par l'émetteur de la commande" makes about as much sense as "price paid by the seller" - can't work.
