Particularly as the example sentence refers to 'vägtransportledarfordon', I believe this refers to the tug, cab or towing part of the abnormal load combination, rather than a pusher.
Reference 1 is a photo of the inside of the cab of a 'styrbil' or tractor part of an articulated truck and Ref 2 gives a nice film of a toy radio-controlled(!) tractor hooking on to its load bearing trailer.
You may wish to extend the description to "Tractor or towing vehicle"

The warning vehicle is not to be a vehicle concerned directly or indirectly with the carriage or towing of the abnormal load"
