Portuguese to English Medical Medical (general)

Gostariamos de informar que o Comite de Etica em Pesquisa da Liga Paranaense de Combate ao Cancer aprovou o Termo de COnsentimento Livre e Esclarecido de 15 outoubro de 2003, informado referente ao P.O. 941 "estudo de fase III, duplo cego, multicentrico etc." [goes on to describe the title]. I think this means that the E.Committee approved the ICF dated 15/10/2003 on ***the basis of the information/having studied the information contained*** in P.P. 941 but a) I am not sure that I have understood that part correctly, and b) I have no idea what P.P. stands for. Any suggestions would be most welcome!
