In US jurisprudence, the noun "preemption" on its own seems to be used much less often than the adjective "preemptive", so rather than "preemption(s)" it might be more natural to write either "preemption right(s)" or (as I do here) "preemptive right(s)". (If "any" is used at the beginning of the list, then the singular must be written here, but if "all" is used to begin the list, then the plural must be written.)

(Because the "...ne" in Italian is ambiguous, and applies both in the case that there exists only one category (e.g., trascrizioni pregiudizievoli) and in the case that there exist multiple categories (e.g., ipoteche and also privilegi), I would suggest using "such" rather than "they" so as to preserve that flexibility/ambiguity.)

As for the meaning of "prelazioni", the following is from the entry "prelazione" in "lo Zingarelli 2021":

I thought prelazioni was in the plural.

In the UK such option to buy (co. shares: call option) would be registered as a C(iv) 'estate contract' or a caution on the Land Reg. Putting all-comers on 'notice' would be one step before in conveyancing, usually opening up a blocking period to buy. .
Example sentence:
