Catalan to English Social Sciences Social Science, Sociology, Ethics, etc.
This is a text on the association movement of Catalonia and Latin Europe also on mutualism and cooperativism. Right now I've got "factory welfare". Not happy with my first draft at all. Any suggestions welcome.

As 'economats' are grocery shops, I understand that the whole paragraph is about taking care of citizens and providing them with credit institutions, housing, employmment, shops, chemists, vocational training colleges, etc.

When a factory closes down, a lot of people (usually local residents) lose their job.

I checked the meanings of ‘tutela’ and ‘fabril’, translated it as ‘factory protection’, then I translated it into natural English.

BTW, I’ve since looked up the meaning of ‘economat’ and I’ve discovered that they’re company shops that sell goods more cheaply than other establishments. It’s one of those words I’ve learnt without ever learning the proper definition.

When you protect a factory, you’re trying your hardest to prevent it from closing down and making workers redundant. When families lose their jobs, they often move to a different area.

I agree that protecting employees in the event of factory closure fits in the list, but I'm not sure how you arrived at your translation.

Labour welfare

Might be what they mean , including shop stewards to defend worker interests.

What is a labour welfare?
Labour welfare refers to all the facilities for labourers to improve their working conditions, provide social security, and raise their standard of living.

safeguarding factory survival (and industrial production)

Has to chime with 'economat/s' I can't recall seeing such term from my dabbles with Catalan, pre-eminently from Andorra. I've only ever seen 'commissaries' as military stores at US Army GI Barracks in West Germany cf. NAAFI canteens and 'victualling stores' of the British Armed Forces : notably the RAF.
