It's an obvious mistake that slipped through. -- different country contexts = each country is different so each is a different "context/environment", so it makes perfect sense.

-- the building of proof of context = makes no sense at all: the "context" of each country is what it is, there is nothing to "prove" about it. I works the other way round: policies adapt to the "context" of each country, and the only thing "to be built" are these country-specific policies, which is usually done by starting with a "pilot project" that will provide/build a "proof of concept".

I don't see what the problem is with the question, or why you think it should be reposted.
'Contexts' appears earlier in the sentence, and the writer has absent-mindedly put 'proof of context' instead of 'proof of concept'.
