Yes, I see that's what emerged from an earlier discussion on ProZ, that 'выгрузка' is 'uploading', while 'загрузка' can be either.

Anyway, 'выгрузка' means uploading, unlike 'загрузка' that may mean both downloading and uploading, depending on the context. I.e. in 'выгрузка', the prefix 'вы' (out) means they put some content on the site. This is how I understand the meaning of выгрузка/выгружать, but I'm not a linguist :-(.
