Исходила из смысла- имеют в виду " избегая крайностей, слишком сильных выражений - типа неограничена, бесконечна,неисчислима,пр.).Мне кажется, можно сказать- вместо "говоря осторожно"- "не прибегая к крайним (ультрасильным) определениям.
