"Civil Renewal" is rejuvenating the commitment of the populace towards participating in local and national governance. It is encouraging the public to be proactive in being part of the national main-stream, thus underscoring their citizenship. ( An alien would be aloof / indifferent to any civic activity in progress in the neighbourhood, for example.)
