There is a so-called \"catalytic partial oxidation technology = catalytic POX technology.\"
Probably, you need to check up this technology in order to fix your translation as \"full-flow oxidiser\" or \"catalytic full oxidiser\" or \"full catalytic (flow) oxidiser.\"
I am not quite sure about this, but I don\'t think \"full-flow oxidiser\" would cause any trouble for the experts in that field.

Thanks for reading material and confirmation of term. "cataytic" could possibly also appear but I'll stick with this term as the text mentions the use of limestone which kind of qualifies the process, if you know what I mean.
