I don't think there's a way to say this smoothly in English without rearranging the component parts of the expression. "Rome, the world power" seems anachronistic :-)

There are numerous examples of миродержавный modifying various nouns in Yandex, but I can't quite grasp a one-word English equivalent. Perhaps one of you can.
