reintegration of offenders into the employment market

'arbeidstoeleiding' literally means getting people back to work. Depending on the text as a whole, you could use reintegration (programme) or employment reintegration (programme). Good luck.

agree J. Leo (X) : writeaway's question above is right on. If it's about offenders not in prison (Juvenile Hall), then Siobhan's suggestion is general enough to cover any programme created. "...job market" might be acceptable too.
