ان العراق كان يستورد المواد الغذائية من الخارج بواسطة ثلاثة موانئ كبيرة هي العقبة وطرطوس والجنوب اضافة الى القدرة الكبيرة من الموانئ العراقية سابقا ً أما الان فلا يوجد غير منفذ أم قصر وبواقع بسيط من القدرة على النفاض مما يكلف العراق مبالغ باهضة نتيجة عمليات التأخير في انزال هذه المواد على الارصفة كون البواخر المحملة بالمواد تبقى في وسط البحر لحين نفاض باخرة او باخرتين في الارصفة الاربعة التي تعمل في الميناء حاليا ً وهي لا تكفي لنفاض هذا العدد الكبير من البواخر ولا حتى لأحجامها الكبيرة.
