Under required documents This comes under required documents for passport renewal / issuance:

rakham daftar al-ightrab aou al-iysal al-mali.. They may be asking for
a payment receipt... in case "ragkham daftar al-ightrab" is not available.
This is for Syrians who live abroad, but who still are Syrian citizens.

My fault! Sorry for all the confusion. I looked carefully again at this form "request for
a new passport"... it is

Al-Iysal al-mali. (alef, ya, sad, lam)..

Then would this mean like a "receipt"? money recepit?
