i think this would be "undervalues and underappreciates" or similar. "menysprea" in catalan is "menosprecia" in spanish.

undervalues and underestimates
I am a native Catalan speaker and I have used both terms before. They are words used in educated contexts but quite common, so I am sure of their translation. They are quite similar in meaning, but I believe that these would be the most appropriate terms to translate to.
