A partial award is an award of only part of the claims or cross claims which are brought, or a determination of only certain issues between the parties. <B>Importantly, this leaves it open to the parties to either resolve or to continue to arbitrate (or litigate) the remaining issues.
In other words, it was agreed during arbitration that the compensation amount is to be negotiated (presumably between the parties).
In other words, if this is the correct understanding of the Chinese clause, the labour arbitration proposal left it to the parties to negotiate for the sum of compensation. Whatever it is, the tribunal agrees as long as the parties negotiated and agreed with each other.

There are some things which one party or the other (or the arbitrator?) says cannot be brought into the discussion. Maybe the legal minimum payments are an absolute requirement, and so the arbitration isn't about that. So what is the arbitration about?
It's about the amounts that everyone agrees *can* be negotiated. Both parties and the arbitrator believe that the amount that the amount of payoff per years worked is within the scope of the arbitration - it is an "amount which everyone in the arbitration agrees to negotiate on".
It's not yet decided what the amount is, it's just saying that this is something open for discussion. Does that make sense?
