I would try to get away from sticking to the literal word by word translation method for this sentence and just express the meaning. Unless "ru jing" and "chu jing" are alone (as in the names of the bureaux involved, or something like that: "Bureau of Entry and Exit" for example) I feel this is a more natural translation into English.

If you want to remove the possibility that every one of these people was a tourist, you could also use \"entered\" [country] instead.

So the last portion could be translated as: \"The [foreign] tourism, international and domestic travel markets...\" depending on how clear you want to make that the domestic and international travel markets were for the people of that country and the tourism was foreigners coming to visit, you could include the word [foreign].
