Again the sewing instructions for textile polyester pieces. Could 折倒正面translate as "fold to the front", so that the first sentence would translate something like: Fold the top of the netting to the front and sew on woven tape?
What confuses me is that the translation I found for 折光, clean finish, has nothing to do with folding but refers to the treatment of the edge.

Colloquially, "光" means empty as in "用光" (used up) or "吃光" (eaten up).
I just don't get the details of the whole sentence.
The connection part of the hemmed strap should be folded all in???
By the way, I agree to your understanding and translation as to the first sentence, unless some other people might have better knowledge of it. I can only imagine that thus rendering is to seal the opening end of the netting by folding it to the front and sewing the tape on it.
