vypravil vsem pohreb

In an 1875 newspaper account of an industrial explosion, in which 6 men were killed, it is said that the owner of the paper mill "vypravil vsem pohreb." Does this mean he took care of the funeral expenses? Or did he simply arrange the funerals?

I am writing this because “vypravit pohřeb’ is indeed ‘to arrange for the funeral’, but due to the actual context and the location in America in 1875, and your question if the owner actually had also paid for it, I am led to believe that the families of the killed people would be greatly burdened by these expenses as they were ‘working class’, and certainly there were no social agencies to help with this (other than charities) because there are none today.
In Czech Republic laws, there is today a distinction between ‘vypravit’ a ‘platit pohřebné’ in many cases, however.

I am pretty sure about the plural too. "To conduct a funeral" is the best term, according to my experiences; well, memory might be a better term.
